Good news, I contacted the embassy and they do translations and legalisations all there, so I won't have to be running all around Lima.
My mom's halfway through with the documents there in the USA, only needs the Apostille, then I have to get a police report and get an Apostille for that. Then we'll have all the docs we need to start the process. Which hopefully won't take longer than six months or a year at most. Be sure to read about what has happened so far.
