Translations
We need to get our documents translated in order to start the process. First we have to go to an official translator. Fortunately Romania is part of the Hague Convention, so we only have to send it to the Sec of State after we get it translated. For countries outside of the Hague Convention, you have to also send it to Washington to get it authenticated.

Found a lawyer
After three years of trying to get through the Chicago consulate's red tape and contacting various lawyers both in Romania and in the USA, I think we've finally found someone competent to help us. Someone from this board knows a lawyer who could possibily help us. So maybe the end is in sight and I'll be getting citizenship soon. My mom has said that she doesn't want citizenship, but I think she should get it just in case my brothers and sister want it. My mom doesn't want it because she doesn't want to go to the Chicago Consulate anymore than she has too. My brothers and sister konw that I'm trying to get it, but haven't expressed any interest in getting it.

Got corrected docs
We got my mom's correct marriage cert and my correct birth cert. Now all the names match. I hope the consulate is happy.

Contacting lawyers
We've sent emails to two lawyers and are waiting to hear back from them. While going through old papers, I'm beginning to think that maybe my grandfather didn't have a passport. The exit papers that we found are covered with immigration stamps for Romania and the USA. So maybe he used that instead. Thanks to everyone who's sent PMs and emails. Hopefully this will work.

Update on family's citizenship
This is from the Romanian Constitution from The Romanian embassy in Israel.
Art. 28. – Losing the Romanian citizenship by accepting the disclaiming has no effect on the citizenship of the spouse and underage children.
However, if both parents obtain the acceptance for disclaiming the Romanian citizenship, and the underage child lives with them abroad or leaves the country together with them, the underage child loses the Romanian citizenship at the same time with his parents, and if the latter lost their citizenship at different dates, on the last of these dates. The underage child that leaves the country, in order to live abroad, after both of his parents have lost their citizenship, also loses his Romanian citizenship when he leaves the country.
However, there seems to be a loophole. If citizenship is acquired by birth, such as in my mom's case, it can be revoked, only renounced.
Giving Up Romanian Citizenship

(1) Romanian citizenship can be acquired, retained or lost as provided for by the organic law.
(2) Romanian citizenship cannot be withdrawn if acquired by birth.
This is from UNHCR: Article 5 (section 2) of the Constitution of Romania that was adopted by the Romanian Parliament on 21 November 1991 indicates that Romanian nationality acquired by birth cannot be taken away from anyone (Monitorul Oficial 21 Nov. 1991).
